m) Health Certificate, original and certified copy. If the health certificate has been issued in a language other than Romanian, then it has to be translated into Romanian. The health certificate should state that:

➤the candidate has been immunized for B Hepatitis

➤the candidate suffers / does not suffer from chronic disorders

➤the candidate is mentally and physically fit to pursue medical higher education

➤the candidate does not suffer from any disorder that is incompatible with his/her future profession

n) International language certificate according to the requirements specified in chapter IX (for those who already have such a certificate) – certified copy and simple copy (photocopy or scan);

o) Proof of payment of the language test fee (50 euros) for all candidates who have to take the language test;

p) Affidavit for Romanian citizens (certified by a notary) who wish to enroll in a study program as fee-based students, stating that they choose and agree to study as fee-based students;

q) Candidates who graduate high-school in 2019 and who haven’t received their High school/equivalent diploma until the start of the enrollment period, have to submit an affidavit stating that, in case they are admitted, they will submit upon enrollment the original diploma (together with the notarized copies and translations) until a certain date (the date is established depending on the country where the diploma was issued);

r) For citizens with study documents issued in Tunisia, Algeria, Morocco, Kenya, Somalia the documents have to include a CERTIFICATE OF AUTHENTICITY issued by the respective Ministries of Education, both for the final diploma (baccalaureate)/equivalent and for the results obtained at the final exam – ORIGINAL, 1 certified copy, 1 notarized translation into Romanian;

s) 1 cardboard folder;

t) For Italian citizens whose birth certificates do not reflect the full names of their parents, the registration documents should contain an official document which reflects the full names of the parents (certified copy and notarized translation into Romanian);

u) Proof of payment of the processing fee of 150 Euro (non-refundable).

m) 6 Photographs (passport size);

q) Affidavit for Romanian citizens residing in a non-European country (certified by a notary) who wish to enroll in a study program as fee-based students, stating that they choose and agree to study as fee-based students;

The following candidates are eligible to participate in the  competitive entrance exam for a place at the study programs in English/French:

→ Citizens of the European Union (EU)/the European Economic Area (EEA)/the Swiss Confederation (CH) who have a valid high-school/equivalent diploma regardless the year when they graduated from high-school (cf. Art. 9 Order of the Ministry of National Education and Research 6102/15.12.2016 with the subsequent amendments)

→ citizens belonging to third countries, who can prove their citizenship with a valid passport.

→ citizens belonging to third countries who have a valid high-school/equivalent diploma regardless the year when they graduated from high-school, according to the minimal requirements for access to higher education in Romania, as mentioned in Annex 8.

Candidates wishing to study in English or French HAVE TO take a language test organized by the language department of the university, test that will be marked “PASSED” or “FAILED”. The language test consists in a written and an oral test and will be taken on the following dates:

EU Citizens: 15.07.2019 – 16.07.2019

Non-EU Citizens: 16.09.2019 – 15.11.2019, according to the list of the candidates registered for the competitive entrance exam, provided the candidates have paid the language test fee (50 euros, non-refundable).

The language test will be taken before the enrollment and passing the language test is an eliminatory and obligatory condition for the final enrollment of the candidates.

The following candidates will NOT be required to take a language test, provided they present justifying documents (certified copy):

-Candidates originating from countries where the official language is the same with the language of the study program they’ve applied for (for candidates applying for the English and French study programs), and who can prove with official documents (high school, university, secondary school) that they completed their studies IN the respective language.

-Candidates who studied and graduated from high school in the language of study, regardless of their nationality or country of origin, and who can prove with official documents (high school, university, secondary school) that they completed their studies IN the respective language.

-Candidates awarded international high-school diplomas (IBDP / International Baccalaureate Diploma Programme in the language of study; EB / European Baccalaureate Diploma; IGCE – International General Certificate of Education, GCE / General Certificate of Education – Advanced Level ) in the same language as the language of study.

-Candidates awarded a B2 (or higher) international language certificate for the language of study, according to the table below:

Candidates who have a language certificate according to the table above are requested to submit it in a certified copy, together with the registration documents, in the period established.

The tuition fee per year of study for newly enrolled applicants admitted in the academic year 2019-2020 is of EUR 6000 for the study programs in Medicine (English and French) and  Dental Medicine (English).

1. Tuition fees are established in euro.
2. The amount of the tuition fees does not change during the academic year.
3. The amount of the tuition fees remains the same during the entire study period, except for the cases where the respective period has been exceeded.

The admission for EU citizens, European Economic Area and the Swiss Confederation is conditioned by passing a COMPETITIVE ENTRACE EXAM. The exam consists of 50 multiple-choice biology questions, while Non-EU admitted citizens will be selected according to the own selection criteria established by the university.

The admitted candidates will be selected according to the own selection criteria established by the university, according to the number of available places approved for each study program.

The schedule of the registration and enrollment (filling-in and submitting the online registration form, without exceeding the deadline for registration):

• EU citizens, European Economic Area and the Swiss Confederation: 01.04.2019 – 11.07.2019, 3.30 pm (local time)
• Non-EU citizens: 01.04.2019 – 19.07.2019 – 3.30 pm (local time)

The payment of the confirmation fee does not guarantee the admission of the candidates, as this eventually depends on receiving the validation of their high-school/equivalent diploma by the National Centre for the recognition and validation of diplomas (for EU citizens)/receiving a letter of acceptance to studies and a study visa (for Non-EU citizens) and by the payment of the tuition fee in full.

Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:

1. If no place becomes vacant in the months August – September, the confirmation fee will not be reimbursed;
2. If a candidate who has paid the confirmation fee does not receive the validation of his high-school/equivalent diploma by the National Centre for the Recognition and Validation of Diplomas (for EU citizens)/receive the Letter of Acceptance issued by the Romanian Ministry of Education or a study visa (for Non-EU citizens), the confirmation fee will not be reimbursed.

Candidates are requested to make sure there are no inconsistencies in the way their names are spelled in their various documents. All their documents have to bear EXACTLY the same surname and first name(s). The files containing any inconsistencies in the spelling of the candidates’ names will be automatically rejected.

The university does not accept faxed, scanned, e-mailed documents of incomplete files. Authenticated copies have to bear the original signature and stamp of the person/institution who carried out the authentication.

Applicants must submit the ORIGINAL STUDY DOCUMENTS upon enrollment.

Candidates have the obligation to submit EXCLUSELY the documents requested in the list of documents for registration. All other documents will be disregarded.

Incomplete files or files that have been completed after the registration period has ended WILL NOT BE VALIDATED AND WILL BE REJECTED.

Besides the common pre-registration documents, the CNRED requires some additional documents for the countries listed below (the list is not exhaustive – all in  2 copies with the Hague Apostille and 2 notarized translations into Romanian:

• Spain: Pruebas de Aptitud para el Acceso a la Universidad, calificacion Apto
• Greece – Panellinies Exetaseis – certificate of having passed the national exams
• USA – Scholastic Aptitude Test (SAT) or ACT

The competitive exam consist of a written exam that will take place on 17 July 2019 between 10 a.m – 12 a.m. The minimum final average cannot be less than 5 (five). The provisional results will be posted at the International Department and on  the university website on the day of the exam, 17 July 2019, as soon as all the papers have been graded and the results centralized.

Rejected candidates who do not confirm their place neither in the first round, nor the second round of confirmations, cannot apply for an available place, even if there are vacant places left

The payment of the tuition fee in full is a prerequisite for the official enrollment of an admitted candidate.

If candidates fail to pay the tuition fee within the established deadline, they will automatically lose their place, and the place will be redistributed to the following candidate on the list, provided the candidate has paid the confirmation fee.

High-school graduates who haven’t received their high-school diplomas/equivalent until the deadline for the enrollment, have to submit a notarized affidavit in which they guarantee to submit the original document (plus 2 notarized copies and translations) until a certain deadline (the deadline  is set according to the country which issued the study document).

Students who fail to submit the original high-school diploma/equivalent within the established deadlines will be expelled.

For the EU Applicants:

The first round of confirmations:

• 19.07.2019 – 22.07.2019: the candidates who were declared provisionally “ADMITTED” have the obligation to confirm their place by e-mail to admission@umft.ro. Candidates who fail to confirm their place within the mentioned period lose their place. The confirmation of the place must be accompanied by the payment by bank transfer of a NON-REFUNDABLE confirmation fee of 200 euros, and the candidates have to attach the scanned copy of the bank transfer/proof of payment to their email.

The second round of confirmations:

• 10.10.2019 – 15.10.2019: initially rejected candidates who obtained an average over 5 (five), can confirm their place in this second round of confirmations, in order to occupy the vacated places as a result of failing to pay the tuition fee within the established deadline or of the withdrawal of some candidates, according to the list posted on the university website on 10.10.2019. The confirmation of the place can be sent by e-mail to admission@umft.ro and has to be accompanied by a scanned copy of the proof of payment of 200 euro (non-refundable fee).

For the Non-EU Applicants:

The first round of confirmations:

• 25.07.2019, 17.00 (local time) – 26.07.2019, 24.00 (local time): the candidates who were declared provisionally “ADMITTED” have the obligation to confirm their place by e-mail to admission@umft.ro. The confirmation of the place must be accompanied by the payment by bank transfer of a NON-REUNDABLE confirmation fee of 200 euros, and candidates have to attach the scanned copy of the bank transfer/proof of payment to their e-mail.

The second round of confirmations:

• 12.09.2019 – 15.09.2019: candidates who were initially rejected and candidates who did not pay the confirmation fee in the first round of confirmation can confirm the places vacated until 11.09.2019

Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:

1. If no place becomes vacant in the months August – September, the confirmation fee will not be reimbursed;
2. If a candidate who has paid the confirmation fee does not receive the validation of his high-school/equivalent diploma by the National Centre for the Recognition and Validation of Diplomas (for EU/EEA/CH citizens) or the Letter of Acceptance to studies or a study visa, the confirmation fee will not be reimbursed.

Candidates from EU/EEA/CH may enroll in study programs taught in English/French provided they fulfill ALL the conditions listed below:

1. After the competitive entrance exam, they have been declared provisionally “ADMITTED” according to the average obtained at the exam;
2. They have obtained the validation of their high-school/equivalent diploma by the National Centre for the Recognition and Validation of Diplomas;
3. They fulfill the language requirements as specified;
4. They have confirmed their place within the deadlines and under the conditions stipulated in the Methodology;
5. They have paid, in full, all the fees stipulated (the processing fee, the confirmation fee, the tuition fee, the enrollment fee) within the stipulated deadlines;
6. Their medical certificate has been endorsed by the university physician.

Candidates from countries outside the European Union (EU), the European Economic Area (EEA) and the Swiss Confederation (CH) may enroll in study programs taught in English/French provided they fulfill ALL the conditions listed below:

1. After the selection process, they have been declared provisionally “ADMITTED” according to the selection criteria set by the university;
2. They have obtained a Letter of Acceptance to Studies from the Ministry of National Education;
3. They fulfill the language requirements as specified;
4. They have confirmed their place within the deadlines and under the conditions stipulated in the Methodology;
5. They have paid, in full, all the fees stipulated (the processing fee, the confirmation fee, the tuition fee, the enrollment fee) within the stipulated deadlines;
6. Have a valid study visa (D visa) issued by the Romanian Embassy/Consulate in the country of origin – where applicable;
7. Their medical certificate has been endorsed by the university physician;
8. Submitting all the required study documents in the ORIGINAL form.

First year students have to go the secretary of their respective faculty and sign a student contract (in two copies), in the interval 16.09.2019 – 15.11.2019, in the established office hours: Monday-Friday, between 12.00-15.00. The student contract can be signed only personally. The provisional enrollment order signed by the Rector, in copy, has to be accompanied by the following documents (copies):

• the certificate of validation of the high-school diploma/equivalent (for EU/EEA/CH citizens) and Letter of Acceptance to Studies for Non-EU citizens;
• language certificate for the language of study (English or French);
• official documents in notarized copy reflecting that the candidate was exempt from the language test, where applicable;
• proof of payment of the tuition fee signed by the financial Department of the university;
• proof of payment of the enrollment fee.

The admission for EU citizens, European Economic Area and the Swiss Confederation is conditioned by passing a COMPETITIVE ENTRACE EXAM, that will take place on 17 July 2019, between 10 a.m. – 12 a.m. The minimum final average cannot be less than 5 (five).

Appeals referring to the way in which the competitive entrance exam was organized or to the results obtained can be submitted, in writing at the university registration office, on 18 July 2019, between 8 a.m. – 2 p.m.

The schedule of the registration and enrollment (filling-in and submitting the online registration form, without exceeding the deadline for registration) is between 01.04.2019 – 11.07.2019, 3.30 pm (local time).

The payment of the confirmation fee does not guarantee the admission of the candidates, as this eventually depends on receiving the validation of their high-school/equivalent diploma by the National Centre for the recognition and validation of diplomas and by the payment of the tuition fee in full.

Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:

Candidates from EU countries, the Swiss Confederation or the EEA should have their study documents endorsed by the National Centre for the Recognition and Validation of Diplomas (CNRED www.cnred.edu.ro) PRIOR to the enrollment in the academic year 2019-2020. The International Office of the university forwards the documents to the National Centre for the Recognition and Validation of Diplomas (apart from those cases which fall under special provision of the CNRED).

Candidates wishing to study in English or French HAVE TO take a language test organized by the language department of the university, that that will be marked “PASSED” or “FAILED”. The language test consists in a written and an oral test and will be taken on the following dates: 15.07.2019 – 16.07.2019. Passing the language test is an eliminatory and obligatory condition for the registration of the candidates.

Citizens from EU/EEA/CH admitted to the undergraduate studies have the obligation to submit their original high-school diploma/equivalent to the International Department, no later than the deadline established for the registration in the academic year.

Admitted EU/EEA/CH citizens who do not finalize their registration within the established deadline cannot enroll further.

The enrollment of the admitted EU/EEA/CH citizens is conditioned by an enrollment order, signed by the Rector of Victor Babes University of Medicine and Pharmacy, the payment of the tuition fee and the signing of the student contract.

The admitted candidates will be selected according to the own selection criteria established by the university, according to the number of available places approved for each study program.

The schedule of the registration and enrollment (filling-in and submitting the online registration form, without exceeding the deadline for registration) is between 01.04.2019 – 19.07.2019, 3.30 pm (local time).

The payment of the confirmation fee does not guarantee the admission of the candidates, as this eventually depends on receiving a letter of acceptance to studies, a study visa and the payment of the tuition fee in full.

Rejected candidates may pay the confirmation fee in the first round of confirmations, even if there are no vacant places at the respective moment, keeping in mind the following:

1. If no place becomes vacant in the months August – September, the confirmation fee will not be reimbursed;
2. If a candidate who has paid the confirmation fee does not receive a Letter of Acceptance issued by the Romanian Ministry of Education or a study visa, the confirmation fee will not be reimbursed.

The tuition fee can be paid in a single installment before enrollment.

If candidates submit their documents to several Romanian universities, this might lead to a delay in the issuance of the Letter of Acceptance to Study; consequently the candidates may not get a study visa in due time thus not being able to meet the registration deadline established by the university.

Study documents issued by the states that are not signatories of the Hague Apostille Convention must be certified by (documents that do not have this certification will be rejected):

1.The Ministry of Foreign Affairs of the country where the respective document was issued

                                                                     AND

2. The Romanian Embassy/Consulate in the respective country (if Romania does not have a diplomatic mission in the country where the diploma was issued, the candidate has to contact the closest Romanian diplomatic mission).

Candidates wishing to study in English or French HAVE TO take a language test organized by the language department of the university, that that will be marked “PASSED” or “FAILED”. The language test consists in a written and an oral test and will take place between 16.09.2019 -15.11.2019. Passing the language test is an eliminatory and obligatory condition for the registration of the candidates.

The admission of the candidates will be based on the number of points obtained by each candidate, observing the own selection criteria set by the university, in descending order, according to the number of places/study program.

The provisional results of the selection will be made public on 23^rd of July 2019; once all the files have been analyzed and the candidates classified, the number of points obtained will be posted on the university website.

Failed candidates may submit appeals to the Central admission committee; the appeals have to be submitted by e-mail to the address relint@umft.ro between 23.07.2019, 17.00 (local time) – 24.07.2019, 24.00 (local time).

Regardless of the amount of the tuition fee, all foreign citizens who wish to enroll in the self-supported fee-based form must pay the fee IN FULL, BY BANK TRANSFER, PRIOR TO ENROLLMENT.

Foreign citizens (candidates outside the European Union, the European Economic Area and the Swiss Confederation admitted to the undergraduate studies have the obligation to hand in their original high-school diploma/equivalent to the International Department, no later than the deadline established for the enrollment into the academic year.
