  • Registration Documents

    Eu Applicants
    UMF Constanța

The application file for the citizens from EU, EEA and CH member states shall contain the following documents in an envelope folder:

a.Standardized admission application form;

b.Certified copy and certified Romanian translation of the birth certificate;

c.Copy of the document attesting the residence abroad;

d.Passport photocopy (pages 1-4) valid at the time of application;

e.Certified copy and certified Romanian translation of the marriage certificate for married applicants (who changed their last name after marriage);

f.Baccalaureate diploma or, for the class of 2018 applicants, original copy of the Baccalaureate attestation stamped with the Hague Apostille or over-legalized by the MNE, the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of Romanian in the respective country, and the Ministry of Foreign Affairs of Romanian / in 2 certified copies and 2 certified Romanian translations. The applicants who enrol to other undergraduate fields of studies shall submit a certified copy and a certified translation of their baccalaureate diploma.

g.Recognition of Study Abroad Certificate, issued by the Ministry of National Education or recognition attestation for 2018 graduates who are not yet in possession of their diploma (the attestation is issued by CNRED –  National Center for Equivalence and Recognition of Diplomas – to be used as a provisional document until the applicant can submit the actual diploma; if the applicant does not respect the deadline, the attestation becomes invalid);

h.Request for the recognition of studies of the European citizens, for admission to undergraduate studies in 2018, in duplicate, to be used in order to obtain the certificate for the recognition of high school studies issued by the MNE – Annex 2;

i.Orginal copy or certified copy and certified Romanian translation of the high schoool transcript;

j.Romanian Language Proficiency Certificate issued by the institutions authorized by the Ministry of National Education for the admission to undergraduate study programs taught in Romanian; the minimuim level accepted is B1;

k.Medical certificate stating that the applicand is medically fit for the chosen study program.

l.Two or four colour photographs, as applicable – ID type;

m.Application fee proof of payment or, where applicable, certificate or documents justifying the exemption from the registration fee;

n.Certificate attesting the status of student, which mentions the fee regime, either fee based education or state subsidized education, for each academic year in which the student was matriculated at a state-owned or private higher education institution (if applicable);

o.Copy of the competition card, which attest the registration to the admission to the first undergraduate field of studies of choice (where the candidate handed over the originals);

p.Statutory declaration regarding the authenticity of the documents, Annex 3;

q.Declaration on the list of documents submitted on file, Annex 4;

r.Notarized power of attorney which clearly states its period of validity, for foreign candidates who do not submit their files personally;

s.Copy of the receipt for the assessment fee;

t.For matriculation, candidates will present the file with the originals of the application file documents, certified for the confirmation of authenticity by the Embassy of Romania in the issuing country or carrying the Apostille of the Hague, whichever is applicable, along with the attestation of recognition of studies issued by the Ministry of National Education or the certificate of recognition and the passport carrying a visa valid for “studies”.

  • Documents Registration

    Non-Eu Applicants

The application file for the citizens of non-EU, EEA and the Swiss Confederation countries will consist of the following documents submitted in an envelope folder:

a.The application form for the admission competition, Annex 3;

b.The birth certificate, in copy and legalized translation;

c.The copy of a document attesting the permanent residence abroad;

d.Copy of passport (pages 1-4), valid at the time of registration;

e.Marriage certificate, in copy and legalized translation, for married candidates (who changed their name);

f.Baccalaureate diploma or equivalent or, for the class of 2018, baccalaureate certificate, in original, carrying the Apostille of Hague or extra-legalized by the Ministry of National Education, the Ministry of Foreign Affairs from the issuing country, the Embassy / Consular Office of Romania in the respective country and the Ministry of Foreign Affairs of Romania / in 2 copies and 2 legalized translations to Romanian. Candidates who also register to other undergraduate fields of study will present a copy and a legalized translation of the baccalaureate diploma;

g.The letter of acceptance to studies issued by the Ministry of National Education, which is only valid for the higher education institution for which it was issued, starting with the academic year for which it was issued and for the respective university studies cycle; any change in the academic path is contrary to the provisions of the initial letter of acceptance will be regulated, upon the request of the involved education institution, by the issuance by the Ministry of National Education of a new letter of acceptance;

h.Application of the issuance of the letter of acceptance to studies, Annex 2A/2B, in two counterparts, which will be used in view of obtaining the letter of acceptance, within the Ministry of National Education; all sections must be filled in;

i.School transcripts – copies and legalized translations, on the high school studies (academic record) carrying the Apostille of Hague or extra-legalized by the Ministry of National Education, the Ministry of Foreign Affairs from the issuing country, the Embassy / Consular Office of Romania in the respective country and the Ministry of Foreign Affairs of Romania – 2 copies and 2 legalized translations into Romania.

j.Linguistic competence certificate  for the Romanian language, issued by the institutions empowered by the Ministry of National Education and Scientific Research, with the minimum accepted level B1 or diploma of graduation of the preparatory year (for the competition of admission to the specializations taught in Romanian), issued by the institutions approved by the Ministry of National Education;

k.Medical certificate attesting that the person is medically fit for the field or study program for which he/she stands as candidate.

l.Two or four colour photographs – as applicable, type identity document/card;

m.Copy of the receipt for the payment of the file assessment fee;

n.The receipt for the payment of the registration fee;

o.Statutory declaration regarding the authenticity of the documents, Annex 3;

  1. Declaration on the list of documents submited on file, Annex 4;
  2. Notarized power of attorney which clearly states its period of validity, for foreign candidates who do not submit their files personally;

r.For matriculation, candidates will present the file with the originals of the application file documents, certified for confirmation of authenticity by the Embassy of Romania in the issuing country or carrying the Apostille of Hague, whichever is applicable, along with the Letter of acceptance to studies and the passport carrying a visa for valid “studies”.

  • Entry Eligibility

Foreign citizens from European Union (EU) member states, from countries belonging to the European Economic Area (EEA) and the Swiss Confederation (CH) can apply for admission to undergraduate study programs under the same conditions provided by law, including tuition fees, as Romanian citizens.

Foreign citizens from EU, EEA and CH third countries can only apply for the admission to undergraduate study programs as foreign currency fee-paying students, upon receipt of the Letter of Acceptance to study issued by the relevant department within the Ministry of National Education.

  • English Language

For undergraduate studies taught in English, the admission on available seats of foreign candidates from the EU member states, the EEA states and the Swiss Confederation and also non-EU citizens, mandatorily includes and eliminatory test of language competence with the pass/fail grading option.

Candidates coming from countries where the official state language is English and who prove, with school documents, that they studied in this language, are exempt from taking the test of the language competence.

  • Tuition Fee

The tuition fee for the 2018-2019 academic year is: 5 000 EUR.

  • Special Provisions

    UMF Constanța

The admission is organized in two sessions, i.e.July and September. The second session is organized if there are any unoccupied state-subsidized or fee-based plase, but no later than 30 September.

The participation in the admission competition of foreign citizens is conditioned by the receipt of the certificate for the recognition of the diploma / letter of acceptance from the relevant authorities within the Ministry, prior to the deadlines set by the Admission Methodologies of University of Constanta.

An applicant can be admitted and enrolled as a student for a maximum of two undergraduate programmes of study simultaneously, irrespective of the higher education institution providing them.

The registration to the admission competition is performed at the technical admission commission or online, according to the decision of the Faculty Council, subsequent to the approval of the Administration Board and the Senate.

The applicants opting for providing online registration facilities are required to provide personal identification data, according to their identity card/passport.

The candidate who withdraws his/her documents before the posting of the final results of the admission competition is eliminated from the competition.

  • Place Confirmation

The candidates who are declared successful have to matriculate at the faculty secretariats within 48-120 hours (depending on the Methodology of each faculty) from the posting of the lists with the results of the admission competition for the undergraduate field of studies in which they competed at Ovidius University of Constanta.

  • Provisional Enrollment

    UMF Constanța

The matriculation of foreign citizens (who do not have Romanian citizenship of the citizenship of another EU, EEA or SC member state) will be made in accordance with the calendar established by Ovidius University of Constanta, at least by the end of the first semester of the academic year for which the Letter of acceptance was issued, based on the legislation in force.

Along with the submission of the matriculatin application, the successful candidates must sign the Learning Agreement, which will be care annexed to the personal file of the student.

Candidates declared successful on fee-based places will present at matriculation the proof of payment of 40% of the annual tuition fee and will sign the learning agreement. The paid amount is not refunded in case of withdrawal.

EU & NON-EU

  • EU Applicants

    UMF Constanța

For undergraduate studies taught in English, the admission on available seats of foreign candidates from the EU member states, the EEA stated and the Swiss Confederation mandatorily includes and eliminatory test of language competence with the pass/fail grading option, and a tie-breaker consisting in 50 multiple-choice questions in English from the Biology subject.

The competition database will consist in the number of multiple-choice questions of the admission test, multiplied by at least 10. Given the heterogeneity and the diversity of the candidates’ origins, this database will include generic questions from the high school level human biology subject, which will cover as wide an area of this subject as possible.

Only candidates who have obtained the “pass” grade in the test of language competence will be admitted to the written test.

  • NON - EU Applicants

Before submitting the file to the university staff in order to be processed, the candidate must first obtain the following stamps on all original diplomas as well as all original transcripts:

– HAGUE APOSTILLE or
– Ministry of Education in the issuing country
– Ministry of External Affairs in the issuing country
– Romanian Embassy or consular office in the issuing country
– At arrival in Romania the Ministry of External Affairs

The exam for foreign candidates from non-EU countries includes a test of competence in the English language, with the pass/fail grading option, and a file based selection with the following selection criteria:

➜ the fulfilment of eligibility conditions;

➜ the results obtained during previous studies;

➜ the academic activity of the candidate in the candidate’s chosen field.

The File Assessment Board will validate and, consequently, will score, only the activities which can be proved with official documents.
